How much to install a seat belt assembly on a 1995 Ford Explorer?

I just bought a brand new right handed seat belt assembly (the female part/receiver), I was wondering how long it would take, and how much the labor costs would be to install this item? I have been quoted at a Ford dealership and would like to compare it to make sure I won't get ripped off, which I'm thinking I would.
I have the part already, purchased a brand new one for around twenty bucks. Also, the screw on the assembly is a star pattern, so I would assume I have to buy a specific tool for that part, and it is in a very difficult spot, right next to the center console, so the tool would have to be L shaped in order for me to get to it, or take the console or the seat out and fix it like that.
 
its only a nut and or a bolt could replace it yourself in ten minutes but going to a dealeship would be the highest place to get any work done... you coul dbuy th etools and put it in yourself cheaper than going to dealership an dits a 95 model really way pass time to be going to dealer when any shop could do repairs at half the cost.. my wife or one of my kids could replace seat belt but anyways just cal three shops and ask how much to install a seat belt but id do it myself really not much to it and if your going to dealer your getting ripped off everytime cal three local shops you wil see
 
If You go to a Junk Yard and get the seat belt parts yourself, that would be the only cost, it doesn't take hardly anything to put it in, one nut and botlwith a couple washers and you are done, no big deal at all, Tim
