How much riding ability do you need before buying a horse?

I would probably consider myself as a Novice rider (I can walk trot confidently, canter, but not well and I am doing the preperations for jumping) and I have been thinking about buying a horse and I was wondering whether there is a certain level that you need to get to before buying one. I have been riding for about a year now, and rode 2-3 times 2 years ago. I was thinking about going to see this horse (description of horse on the bottom) to see if they were suitable.

Here is what the description of the Horse is:

15 hh tb x very kind eas to handle, catch, shoe and box. She hacks out alone or in company. Ridden in a snaffle she is not strong at all will go in front or behind whilst out on a hack and doesn`t get silly. Good in traffic and with dogs etc.
She is working nicely on the flat but really enjoys her jumping anything that is put infront of her she will jump, very careful jump doesn`t rush or get silly.
She has been used in a riding school for novices as she is so quiet. Would love her to go to a home where she is going ot be competed as she is very talented and vey pretty to look at. Will be a lovely little horse for somebody, a very sad reluctant sale but unfortunatley financial difficulties has forced me to sell her. The price also includes brand new tack. The pictures above are also old photos haven`t been able to upload recent pics, although she is quite hairy at the moment as she lives out.
And I am 13 years old by the way
And we can afford to buy and keep up a horse!!
