how much lotion do u put on a peice of paper to make it soft?

cus i use the paper to soften myself. well, how much lotion do u put? i use dove lotion, the cucumber one. my paper wont soften. how much lotion do i put on each edge and should i add some water? my skin is rough. my skin is soft when i use my soft paper. please help, if i dont soften, i start to see little balloons and lightning bolts in the sky.
