how much fish are allowed in a 18'' by 8'' tank?

I have a ClearSeal tank. Its pretty small but just a tiny bit larger than a regular computer screen. Its 18" legnthwise and 8'' height. How many fish can I put in. I was thinking some tetras (5) 2 black moores and 2 fantail goldfish.
 
Please be more specific. But that kind of sounds like a 10 or 15 gallon tank. 5 tetras alone would be enough. out of all the fish it would be the tetras.
