If you're talking about having a shop do it then maybe 20 to 30 mins tops in labour fees and then the fluids it be about what you're saying but could be much less bec some mechanics will top it off for you for 10 to 20 bucks if it doesn't need much antifreeze.I'd try the small town family owned and run rad shops if possible.
Why not add some yourself , go buy yourself a anti-freeze tester at walmart etc for about 7 to 10 bucks , buy yourself some anti-freeze for about 12 to 20 bucks for that vehicle check the owners manual.Don't forget that it's bet to use distilled water walmart probably sells it and most drugs stores sell it.
Hope that helps and best of luck.By the way if you remove the over flow cap with the engine cold and off then try using the anti-freeze tester on it to check the quality and what temperature it's good for , then add some anti-freeze or add premixed 50/50 anti-freeze and top it off to where it says cold level.Later once you drive it a bit and it cools down check it with the anti-freeze tester.
