They can't stop him from shedding. All dogs shed, some more than others and hounds with their short fur shed buckets.
What you need to do is brush him frequently.
edit: I used to own a beagle/lab mix, so she had short soft fur and was double coated and waterproof.
The tool that I found that worked best on her, that removed lots of fur and that she liked is called a Groom N Zoom. It's rubber, fits in your hand and has long rubber points, that not only grab the fur but feel like a massage.
I had used the tool that the poster on the bottom posted. She did not like it. Personally, I found it didn't really do the job all that great on my dog.
You may even just consider a hound glove. You just need to do it frequently. Also take into consideration change of weather.
