How much can my 3 week old baby eat? He never seems full and nurses constantly!?

My son is 3 weeks old and had trouble with breastfeeding at first. He lost 15% of his body weight and was hospitalized for jaundice. While in the hospital I gave bottles of formula and he started gaining weight. When I transitioned back to nursing he lost a little wieght so the doc recommended feeding him a few ounces of formula after each nursing. He started gaining weight again but he seems to never be full! I am constantly nursing and he will spit up a bunch, then still be rooting. I'll give him the formula and he spits up more, then continues to root likes he's hungry. This goes on for 2-3 hours before he settles and goes to sleep. I know I am making enough milk, because I had my husband feed him 3 oz. while I pumped and I was able to get 3 oz before I stopped. My little guy was still hungry and nursed on both sides, spit up and wanted more! Help! He takes a pacifier, but if he's really hungry I want to feed him so he will gain weight! Anyone else have this problem?
