C ) Magnesium does not form negative ions normally. It may in discharge tubes but they will be very transient.
However the number of protons is fixed at 12, if you change this number then you have changed the element.
If it was 11 then it would be sodium, and 13 would be aluminium. The number of protons defines the element.
