A 26 gallon tank will give fish lots of room. The most "medium sized" fish that will fit in there comfortably will be somewhere between 18 to 25. However, neon tetras don't get that big, and you could have 15 of them and still take up next to no room. Wagtails and catfish also stay relatively small, unless you got some of the bigger species.
