How many fish can you put in a 10 gallon?

I have 2 albino corys and a white skirt tetra. I plan on getting more tetra and 1 more cory. Is 3-4 tetra too much? I am waiting for the bio filter to circulate out and am trying to keep my white skirt unstressed until I get more. They seem to be fine for now.
