How many apartments could $1 billion build?

In New Orleans,
how many apartments/complexes coul $1billion build?
Not luxury apartments, just bare minimal, but sufficient housing?

Depends on the honesty of the contractors.

An honest contractor could probably put up a half dozen buildings.

Anyone associated with the government. The billion would go for a study and the building may never go up.
