How long to filters have to be in the tank before you add the fish?

I have just bought a filter for my fish tank, and i am hoping to put in 2 fantail fish. The person at the shop said i need to wait 2-4 days before i add the fish. is this true, or can you add fish within an hour?

please help me
 
When I got my fish tank, i was told to leave it for a week or so in order to give the water time to stabilise, but I then received 2 fish from a friend before the week was up (they heard that i got the new tank)
I had to put the fish in after only 2 days, and they were fine.
