How long should primer dry before using painting tape on it?

I am making a BP table and I put my 2nd coat of primer on. The DIY I was using said it would take 2-3 hours to dry but I put tape on it and took it off right away to test it and the paint was still coming off. Its been about 5 hours and the primer is still too sticky to use tape.
 
let it cure over night. it depends on if the surface was roughed up with fine sandpaper first also if you didnt do that it may never stick till you sand it back down to rough up the surface. good luck
