How long should i wait till i introduce first fish?

Ok, im getting a 10 gallon tank (Used), which has its original plants, rocks, filter, etc. How long should i have it filtering etc before i add fish?

PS: Im planning on getting 4 or 5 White Cloud Minnows and some ghost shrimp. (Will this work together)
Then later i plan on adding 2 or 3 more Minnows and leaving as is until they pass on. Would this all work ok, for a 10 gallon tank?
 
Yes, your stocking sounds perfect, just be aware that the shrimp like some calcium in their water. The white clouds are pretty tolerant. As far as cycling, I doubt your nitrosomnas and nitrobacter survived, do a full fishless cycle by periodically adding fish food over 3 weeks. IME turning the heat up to 85 and increasing aeration help with the cycle.
 
were the plants, rocks, and filter kept wet? if not the bacteria has died and you will still need to cycle the tank. White Clouds are a good choice to cycle with. Get a test kit and read the link below to learn about cycling a new tank. Start with a few minnow then increase your stock slowly. Add the shrimp once your bio-filter has established itself.....like in a few months. Tanks can take 4-8 weeks to cycle and if you do certain things you can slow the process down even more.
