How locked down is the Android Market?

I was thinking about purchasing an HTC Droid Eris, and I would like to know, is the Android Market the equivalent of a jailbroken iPhone, or is it more locked down as far as what apps can do? Also, can I develop apps for it for free? As in, can I download an app for internet tethering to avoid Verizon's own expensive app?
