How is the psychiatric evaluation or psychiatric assessment in vietnam done ?

I want to know how is the psychiatric evaluation in vietnam done. It is a requirement you need to get a marriage license in vietnam. Someone told me that they ask you one question which is, how are you doing today ? Any bad thoughts ?? Are they correct ?? I'm very curious as vietnam is very different from the united states.
