How is need-based college financial aid determined?

When institutions evaluate the eligibility of student for need-based financial aid/scholarship and how much he/she can get, what do they look at? Specificly, if the student's parents are divorced, and the student lives with the mother who has the physical custody of the student, do they look at the mother's household income, or do they look at the student's father's income as well? Thanks in advance for your expertise and insight.
