How does the country exercise its constitutional right to form a new government?

This is purely a hypothetical question I suppose. But seriously, the constitution states something to the effect that if our government fails, we have the right to remove it, and start from scratch. It seems like a relevant question in today's politics.
Really terri? I have a degree & am very educated in political science & government. Revolt may be on the horizon, but it is not necessarily the intended course of action from our forefathers authoring the constitution. The point of the question is to get some sincere answers from concerned citizens on the subject of how to exercise a blatant constitutional right when it seems that yet another revolutionary war could potentially kill millions of innocents.
