I am in Ontario. Want a smartphone but don't want the data plan that comes with it. Is it true that with the DECF you can pay $100 and get a smartphone with just a voice plan?
Say if I want a 16gb iPhone 4 which is currently $0.01 with a 3 yr contract with Rogers (at Best Buy). Can I get the phone for 1 cent, call them the next day and cancel the data and pay $100?
