How does Rogers' "Call, Text & Click" prepaid plan work?

On their website it said that the plan cost $25, but it also says that the minimum top up amount for that plan is $10. So, how does that work? shouldn't the minimum top up amount be $25?? Or do you have to pay the $10 AFTER the $25, (which would make $35). I know this might sound stupid but this is my first time with a prepaid so I'm just a little confused about that.

And also, it's not like an actual plan plan (you dont HAVE to pay every month; you can top up whenever you want), right?
