How does MIDI work and what is a good $100-$200 program for live MIDI keyboarding?

I plan on buying the M-Audio Pro 61 as my controller. Also, it will be a windows based computer, so windows comparable software will be needed. Lastly, what are the hardware requirements for connecting keyboard to laptop?
