how does an area qualify for designation as biodiversity hot spot?

It's due to a combination of the number of native species (plants only are considered, not animals) present in an area and that area being threatened with habitat loss. The actual criteria are : "it must contain at least 1,500 species of vascular plants (> 0.5 percent of the world’s total) as endemics, and it has to have lost at least 70 percent of its original habitat."
