How does a historian establish his own Civil War/WWI research facility?

I need a little bit of assistance with opening up a Civil War Siege of Petersburg/WWI West-Vlaanderen, Belgium Research facility. I don't know what materials I need, what guidelines i need to follow, and what the qualifications are to open a Home business. I know that a Masters in History is required to be certified as a Historian, but I don't know what else I need. Could I at least please get some websites, and/or local, state, and/or federal resources, please?
