How do you turn ON pop up blocker on google chrome?

When I first downloaded google chrome I think I made it so pop up blocker was off because I needed it to be off to go to some website. But now it's off and I've searched EVERYWHERE and have no idea how to turn it on.

Please can somebody give me a step-by-step instruction on how to do this.
