How do you tag yourself in someone's photo on facebook when they aren't your friend?

A person im not friends with has a photo of me and i want to tag myself in it.
When I tried tagging myself all that happens is my name shows up when you hover over my face but it doesn't say im tagged at the bottom or anywhere on my facebook page.
I have other friends that are tagged in the same photo and they're not friends with the person either.
