When I was in Europe there were at least two programs you could use to *legitimately* watch live TV online. You registered with either wilmaa.ch or zattoo.ch and then all of the free-to-air channels were available to watch. You didn't have to pay. These have been around for at least four years, so it's hardly new and the technology is widespread in Europe. The catch is, of course, that you had to watch the ads, which is why it was legit.
