How do you reset the Anti-Theft in a 1994 Honda Accord?

Recently I had a friend that bought a 94 Honda Accord. He is having problems with the Security/Anti Theft. The vehicle acts like it doesnt want to run, and it all started when he tried to change the radio. He finally put back in the radio that was in it when he bought it, but now the radio lights are flashing, and the Security/Anti Theft light is still flasing and won't stop. Any Suggestions?
