How do you remove white square borders from a jpg image?

ive read something about converting it to a gif and making white as the transparency. Can someone explain more pleasE? or tell me what program would be the best to use for this. i need the symbol to be all alone by itself so like for example, a picture of a pencil i want that pencil to be the only symbol thereno border of white arround it..
 
use photoshop or fireworks to extract the image from the back round or convert it to alpha!(only works for black and white images!) converting to a gif will achieve nothing!
