how do you remove spare tire from a 1999 chevy 1500 pickup?

i need some advice im trying to remove the spare i got the tool put together and insert into the hole and turn counter clockwise but it will not lower down it feels like its stripped its not catching to lower it down what else could i do...
 
You will need to have your local chevy dealers service dept inspect your spare tire holder.There is a small clip that breaks over time and wont let the assembly work to lower the spare tire down.For most chevy dealers this is a 20 minute repair to replace the clip.Best of luck.
