How do you put a lilly pulitzer pattern on a paddle?

I see people have lilly patterns on paddles and letters they craft, but how do you get the pattern on there and where can you get the material? I've always wondered!!
Also if you don't know what I'm talking about... OBVIOUSLY DO NOT ANSWER..
