Newborn infants were not issued SS numbers until the 1980s.
Before that, you applied for one when you got your first job.

I was born in 1954.
I applied for my ssn by myself in 1970.

Talk to the person in charge of the vital records department in your state.
DO NOT TALK TO THE PERSON WHO ANSWERS THE PHONE.
THEY CAN'T HELP YOU.
THEY DON'T KNOW THE ANSWER.

The department director can tell you how to do this.
 
I have a friend that was born 60 years ago by mid wife, he has worked on the same job since he was 17. He has been wanting to retire, but can't collect his retirement without a valid birth certificate. Vital Statistics has no record of the birth. What is needed to petition the courts, is there a form?
 
If he has a job, then he has to have a social security number. That would be enough for him to get something issued. I would contact your local Clerk of Courts and ask the question. They will be able to help you out and get things going in the right direction. A SS# is connected with each birth, no matter what.
