How do you make virtual villagers learn to fish?

In Virtual Villagers-A new home; how do you teach the villagers to fish. The southern winds blew and made my berries withered. At the moment, I am clearing the path for the waterfall. Every time I put a villager in the ocean to swim, it says "Your villagers do not know how to fish."
