How do you make custom flash characters?

Ok, I'm making a flash movie for NG, and I need to know, How can you make some custom characters? Can you draw them, make them in paint or what?
Also, does anyone know where to get a good, free flash maker is?
I've tried toufee and and Adobe Flash!
