How do you make a miniature balloon powered car that actually works?

Our requirements are: one average size balloon, the car has to have 3+ wheels and go straight for more than 3 meters. The size is 10.5cm long, 9cm wide, 3.5 cm high minimum. The balloon has to be what powers the car (no throwing, having ramps etc). The wheels have to roll. We need to make it from light, easy to get materials. This is an eighth grade project.
