How do you make a garden in Sims?

i just got sims the complete collection, and i'm totally confused about gardening, 1st, what do you use to garden? 2nd i went to the store thingamajig and bought what i thought was seeds, but was food?


this is just totally confusing... how do u start and make a garden?
