How do you make a "flash" flyer to post up on myspace bulletin? Please help!!!?

what program do i need to make flash flyers for myspace bulletin and do i just load it on to photo bucket to generate the code?

i need to make a flyer for my hookah cafe event this weekend and i've seen and gotten many flyers like the one i want but have no idea what program to use to design it.
