How do you make a chat room for Youtube? like an AMV sorta deal?

I've been reading a lot of chat room's on Youtube and was wondering how you would make one. I'm guessing to use like, PowerPoint or something, but i don't know how to get music in the background or how anything like that... I'm just not skilled with the computer!!!
