Same reason you shift gears in a car. Your motor works best in a certain range of rpms.

Most humans generate maximum horsepower between 90 and 105 rpm. Shift gears to stay in your power band as terrain and wind conditions change.
 
Yes, but if you want to learn to ride the bike correctly you will need to learn to shift correctly. When going downhill you want to use the hill's momentum to push you up the next hill you have to climb. You go to your highest gear while in a steep downhill, and as you roll into the uphill climb you shift through the gears to the low gear, without loosing the momentum. You practice this, and use it in all of your riding, or you can get a fixed gear, or a single speed bike if you'd rather just muscle through it all without the brainwork.
