How do you know when someone is joking when they tell you that they love you?

OKAY! i don't know and i want to know the truth. So there is guys that said Iloveyou to me.
First he told me to my face and i said "wait what?" and he said it again.
Then i thought he was joking so i said Steven i love you too while i walked away, but i didnt really mean. And now it begging me. and i want to ask him but it would, well i think it would award to talk about. He's like one of my guy friends, and ehh i think i rejected him.

WHAT SHOULD I DO!?!?!!
write him a note?
