The call is made when the ball is played---that is, when an attacking player strikes the ball, playing it forward to a team mate. That's when the call needs to be made.

the minute the ball leaves the foot of ronaldo if roony is ahead of the last defender of the other team its offside

lets assume the teams are A FC and B FC.
A FC player becomes offside when he is ahead of B FC player before the ball is passed to him.
