how do you keep the sims 2 game for ps2 paused so you can put in the cheat gnome?

every time i press l1 to pause it as soon as i let go it un-pauses! and i cant figure out how to get the cheat gnome im getting so frustrated!
 
im pretty damn sure you have to press all the shoulder buttons when your entering
