How do you install the Bell handlebar bicycle basket?

This is the quick release basket. The bracket attaches to the handlebars, but there is also a u-shaped plastic part that I am unsure of how to position properly. Also, I have tightened down the screws as much as I dare/can and the bracket can still be turned on the handlebars. So if I put something heavy in the basket it is going to slip.
