Open both photos. With one of them, Select All, Ctrl+A. Then Edit > Copy. Focus on the other photo and Edit > Paste. Use the Transformation tool, Ctrl+T, to resize the pasted photo to a size of your likes. Grab the corner handles, hold the Shift key to maintain proportion.
