How do you fix back brakes on bike?

my back brakes dont work properly, coz when i go to brake im still going and it slows me down slowly if ya know what i mean. can anybody help
 
well look to see if they do in fact bind on either side of the rim..

if not adjust them by loosening the pivot point and then centalising them...then loosen the grab nut and squeeze the brakes closer b4 tightening the nut on the cable..

After you've made the rear brakes work correctly, they still won't stop you as fast as the front brake. The front brake alone will stop you 3 times as fast as the rear brake. Fear of flying over the handlebar is overblown. When you apply the front brake, brace your arms against the bar and slide your butt back on the seat. Try it.
