...limit access to American Culture? I think it is wrong that other countries are trying to limit the amount of American culture that their countries are allowed to receive.
 
Because they feel their culture is superior and don't want American culture to influence their population. In France, there are laws that prohibit the use of English words if a French equivalent exits. In China, it is believed that their country is the center of the world and everyone else revolves around them. There are alot of other nations who believe the same (think of the closed cultures of the Middle East , for example).
 
It is their government, it is their call. I personally think it is a waste of time, but some people are hateful of cultural imperialism.
