How do you escape from a F.E.M.A. death camp unnoticed?

I was just thinking of all the poor people that wont be able to afford this health care the govt.might offer if this bill should pass and then be subject to fines unpayable because they have no money and so they would have to be incarcerated.....in FEMA death camps....How would one go about escaping from one if one would find themselves in such a prediciment?
