How do you edit a single color into a black and white photo?

like say you took a picture with your friends that was in black and white, how do you edit it so that your eyes are blue and everything else is still black and white?
 
photoshop
i remember from when i had photoshop you'd have to make a layer then use a brush to fill in the eyes with the color you want. then adjust the transparency and merge the layers.
