how do i edit a photo that one color shows, such as blue, and the rest of the photo is black and white?

is there any websites? any programs?
 
did u try photobucket.com. they have a lot of photo editing tools and its free to set up an account
 
you need a photo editing software. a good one for leaving one color is Paintdotnet. you select the area you want in black and white and change its properties to black and white only
 
Right click on the file and choose Edit with MSPaint

Most people these days use Adobe Photoshop.
