First you need to remove any Flash Player currently on your system. To do this:
Go to Control Panel - Programs and Features. In the program list click on Flash Player and then click Uninstall. Let it finish and the reboot your computer.
Now go to adobe.com and download the Flash Player and save to a file you can find.
Now go to that file and double click on the download. It will now install.
