How do you do a Nitrogyn Cycle, and how many fish can you add at a time?

Couple of weeks ago I had a horrible accident, my tank heater broke when I was cleaning it out, and I electrocuted all my fish. Next day they were all belly up (bar my mystery/apple snail)

I had a bad snail problem so washed my whole tank out with boiling water, then bought new plants and gravel.

I'm usuing the same filter and I washed the sponge in the old tank water.

The first time I started my tank I was clueless and had a lot of fish die because I didn't cycle it properly.

It's around 25litres.

I've got 4 neon tetras and a Siamese Fighter (betta) in there now.

Ph is very very slightly above neutral. I've added water conditioner.

How do you do the cycle and how many fish do I add at a time?

I'm interested in getting some of the folowing- Male Guppies (i'll trial one and see how it goes with my Siamese boy), Spiny eels, Plecos (to keep snails down), Borneo Loaches, Khuli Loaches, Glass Catfish, and shrimp if I can import them.

Any info or tips, i'd appreciate, cheers :)
